A chatbot for Syria — Messenger and Instagram today, the WhatsApp API on Meta's terms

Why this page is different
In Syria a customer asks «قدّيش؟» (how much?) under a Facebook post before thinking of any website — and the page that answers hours later has lost them to one that answered in a minute.
Selling in Syria starts on Facebook. The agent answers the comment and the DM in the Levantine Arabic the customer writes, and confirms the order before delivery. The WhatsApp API is a special case: Meta's page still excludes businesses based in Syria from the WhatsApp Business Platform, and this page sets out what works today and what does not.
What you get in Syria
- Answers Facebook and Instagram comments and opens a DM from them automatically
- Understands the customer's Levantine message and answers in the style you choose
- Confirmation before delivery: the item, the governorate, the address and the amount
- Messenger and Instagram in one shared inbox
- Answers from the files and prices you give it instead of guessing
Meta's condition is not the number but where the business is based: its support page still excludes businesses based in Syria from the WhatsApp Business Platform. So a business registered in Syria cannot connect a WhatsApp API number today, while one registered elsewhere connects its number like any other. The detail is in the questions below.
How the market works in Syria
Facebook is by far the first channel in Syria, then Instagram, and selling runs through comments and DMs far more than through websites. Cash on delivery is common, alongside wallets such as Sham Cash and Syriatel Cash and bank transfer — local wallets with no link to international cards. And with the new pound circulating since early 2026, two zeros removed, stating the price clearly and in the right currency has become part of the reply itself.
A conversation as it runs in Syria
An illustration written in Syrian Arabic, the way a customer there writes and the agent answers — not a real customer's conversation.
Hi, how much is the black jacket?
Hello! The black jacket is 3,500 new pounds (350,000 in old pounds). In M, L and XL — which size?
L — do you deliver to Aleppo?
Yes, we deliver to Aleppo, cash on delivery or Sham Cash. Send your name, address and mobile number and I will confirm the order.
And the mistake to avoid
Building your selling on a WhatsApp API number for a business registered in Syria, then finding Meta will not accept it. Start with what works today: answering Facebook and Instagram comments and DMs from one inbox, and confirming the order there before delivery. If your business has an entity registered outside Syria, its number works on the WhatsApp API like any other.
By your sector
The problem changes completely with what you do — a clinic books appointments and is forbidden from giving medical advice, a store checks live stock and confirms an order.
Frequently asked
Does the WhatsApp API work for a business in Syria?
Not today. Meta's support page still lists Syria among the countries where a business is not eligible for the WhatsApp Business Platform, despite the US lifting its sanctions in 2025, and we found no Meta notice changing that as of 1 October 2026. So we do not promise a WhatsApp API number to a business registered in Syria; we start with Facebook and Instagram, and we will update this page when Meta changes its position.
And do WhatsApp API messages reach Syrian +963 numbers?
Some of them, at least: in September 2026 Meta billed our accounts for messages to Syrian numbers at $0.0091 per utility message, and Meta bills only messages it delivered. But its page says users in Syria are not eligible to receive platform messages, so try a small number of your customers before you build a campaign on it.
Does the bot understand Syrian Arabic?
The agent understands the customer's Levantine message — «قدّيش؟», «بدّي», «في عندكن؟» — and answers in the style the merchant sets: Standard Arabic or close to Levantine. On WhatsApp it reads the +963 code and starts in Levantine unless the customer writes in another dialect.
How do I pay the subscription from Syria?
Prices are shown to a visitor from Syria in US dollars and paid by international bank card (Visa or Mastercard). We know local wallets such as Sham Cash do not connect to international cards. If you have no card that pays in dollars, message us before subscribing and pay nothing until we agree on a way. Meta's WhatsApp fees are separate from the subscription and need a payment method Meta accepts on your own Meta account.
