The short answer
The WhatsApp Business API is Meta's official way for a business to run a WhatsApp number from software instead of a phone: a whole team and an AI agent answer on it, and order notifications and campaigns go out from it on approved templates. Today it is the WhatsApp Cloud API, because Meta hosts it itself with no hosting fee, having retired the On-Premise version that businesses installed on their own servers.
You get it two ways: through a platform such as ArabyBot, which connects your number with Meta's embedded signup in minutes, or directly from Meta if you have a developer to build the inbox. Meta bills every template message you start at the recipient country's rate — a utility message runs from $0.0036 in Egypt to $0.0440 in Kuwait — while your replies to a customer who wrote first are free for the first 1,000 per number each month.

What is the WhatsApp Business API?
The WhatsApp Business app on your phone serves one person holding one device. The WhatsApp Business API is a programmatic door onto the same WhatsApp network: it lets software — a team inbox, an AI agent, your order system — receive and send messages as your business number, with nobody holding a phone. The customer sees an ordinary WhatsApp chat under your business name.
When people say "WhatsApp Business API" today they mean the WhatsApp Cloud API: the version Meta hosts on its own servers, so there is no server to install and no update to chase. Before it there was an On-Premise version installed on the business's or a provider's server; Meta has retired it, and every new number registers on the Cloud API. "WhatsApp Business Platform" is Meta's name for the whole family: the API plus the tools that manage the account and the templates.
The API has no screen of its own: there is no "WhatsApp Business API" app or APK to download. What you see is the platform running on top of it — such as the ArabyBot inbox — or the software your developer writes.
| The name you will see | What it means |
|---|---|
| WhatsApp Business API | The common name for official programmatic access to WhatsApp for businesses |
| WhatsApp Cloud API · Meta WhatsApp Cloud API · WhatsApp Business Cloud API | The version Meta hosts — which today is the API itself |
| WhatsApp Business Platform | Meta's name for the whole system: the API, account management and templates |
| On-Premise API | The old version on your own or a provider's server, retired by Meta on 23 October 2025 |
| WhatsApp Business app | The free phone app — not an API |
The two versions side by side are in the WhatsApp Cloud API and how it differs from On-Premise.
Who needs the WhatsApp API for business — and when the app is enough
You do not need the API because your business is big, but because one of these things has started happening in your day-to-day work:
You need the API when
- More than one person answers the same number, each with their own login, and you want to know who answered whom.
- You want an agent that answers at any hour from your files and store, not a fixed away message.
- You message customers who have not saved your number: an order confirmation, a shipping update, or a campaign on an approved template.
- You want your store linked to the chat, and numbers on conversations and reply times.
The app is enough when
- You work alone or with one other person, and get tens of messages a day.
- A greeting, an away message and a broadcast to people who saved your number are enough.
- You want neither a message bill nor a platform subscription.
And it is no longer either-or: in coexistence mode the same number works on the app on your phone and on the API in the platform at once, and contacts and recent chats come across into the inbox. The detail is in WhatsApp Business app vs API, with a plain comparison in ArabyBot or the free WhatsApp Business app.
How to get the WhatsApp Business API: two roads
The account is the same either way — your number is registered under your own business account at Meta — and the difference is who builds what sits on top of it:
| Through a platform (embedded signup) | Directly from Meta (Cloud API) | |
|---|---|---|
| What you need | A Meta business account, a number that can receive a verification code, and a Facebook login | All of that, plus a developer app on Meta for Developers, an access token and a webhook server |
| Until the first reply | Minutes after the number is verified | As long as your developer takes to build it |
| Inbox, team and bot | Ready in the platform | Built and maintained by your developer |
| Meta's fee per message | The same, on your business account at Meta | The same, on your business account at Meta |
| What you pay on top | The platform subscription | Development time, hosting and maintenance |
These are the first road's steps as they run in ArabyBot:
- Prepare a Meta business account
A Facebook Business Manager in your business's name, which the owner logs into. Meta charges no signup fee.
- Choose the number
A number that can receive the verification code by SMS or call. If it runs on the WhatsApp Business app today, choose coexistence so it stays on your phone.
- Sign up from the dashboard
"Connect a number" opens Meta's embedded signup inside the page: log in with Facebook, pick the business account, then verify the number. No interview, no wait for a manual approval.
- Get a first template approved
Every message you start needs a template Meta approves, which takes minutes to two days. Your reply to someone who wrote to you needs none. Why templates get rejected.
- Verify the business when you need a higher limit
A number starts at 250 unique recipients in any 24 hours outside the customer-service window, rises to 2,000 with business verification, then to 10,000, 100,000 and unlimited with high quality. Meta business verification · Quality rating and messaging limits.
The full steps, and the five mistakes that stall signup most, are in creating a WhatsApp Business API account step by step. Saudi merchants get the +966 number, the bill and the store connection in the WhatsApp Business API in Saudi Arabia. The blue badge (once green) is a separate request with its own conditions, covered in the WhatsApp verification badge guide.
WhatsApp Business API pricing by country: Meta's per-message rates
Meta bills per message, not per conversation, at the recipient's country rate rather than your number's: an Egyptian number messaging a customer in Kuwait pays Kuwait's rate. So the bill is two bills: Meta's fees, charged straight to your business account at Meta — we add nothing to them — and the platform subscription you choose on the pricing page.
These are the per-message rates in US dollars for the markets that have their own price page here, read from one source that is kept current: what Meta actually billed us on our invoices, or else its official rate card — the source is written on every row. Each country name opens its own page, in its currency, with a calculator.
| Country | Utility and authentication | Marketing | Where the figure comes from |
|---|---|---|---|
| Egypt | $0.0036 | $0.0644 | measured on 6,437 messages Meta billed our accounts; marketing from Meta's official rate card effective 1 October 2026 |
| Saudi Arabia | $0.0107 | $0.0576 | measured on 9 messages Meta billed our accounts; marketing from Meta's official rate card effective 1 October 2026 |
| United Arab Emirates | $0.0157 | $0.0576 | measured on 3 messages Meta billed our accounts; marketing from Meta's official rate card effective 1 October 2026 |
| Kuwait | $0.0440 | $0.0792 | from Meta's official rate card effective 1 October 2026 |
| Qatar | $0.0120 | $0.0341 | from Meta's official rate card effective 1 October 2026 |
| Oman | $0.0247 | $0.0341 | from Meta's official rate card effective 1 October 2026 |
| Bahrain | $0.0091 | $0.0392 | from Meta's official rate card effective 1 October 2026 |
| Iraq | $0.0079 | $0.0341 | from Meta's official rate card effective 1 October 2026 |
| Jordan | $0.0091 | $0.0392 | measured on 2 messages Meta billed our accounts; marketing from Meta's official rate card effective 1 October 2026 |
| Morocco | $0.0230 | $0.0414 | from Meta's official rate card effective 1 October 2026 |
| Algeria | $0.0040 | $0.0225 | measured on 4 messages Meta billed our accounts; marketing from Meta's official rate card effective 1 October 2026 |
Utility and authentication carry the same rate in every one of these markets. Your reply to a customer beyond the first 1,000 a month is billed at that same utility rate. The cheapest utility message in the table goes to Egypt ($0.0036) and the dearest to Kuwait ($0.0440), and in Egypt a marketing message costs about 18 times a utility one. Every other Arab country has its own page, and the authentication price for all of them is in the OTP price by country.
The store sent 500 order confirmations (utility), answered 800 customer messages, and sent one campaign to 1,000 customers who agreed to offers:
| Line | Egypt | Saudi Arabia |
|---|---|---|
| Order confirmations | $1.80 | $5.35 |
| Replies to customers (under the 1,000) | $0.00 | $0.00 |
| The marketing campaign | $64.40 | $57.60 |
| Meta's fees for the month | $66.20 | $62.95 |
The campaign alone is more than 91% of Meta's fees in both countries. What drives a WhatsApp bill is marketing, not answering customers. More worked examples are in what WhatsApp will cost you a month, and a calculator for every country in the WhatsApp cost calculator.
Without a valid payment method on your business account at Meta, Meta may stop delivering your messages, replies to customers included — so add one before you need it. Both numbers together, what Meta takes and what each platform takes, are in WhatsApp platform pricing.
The four categories: marketing, utility, authentication and service
Meta puts every message into one of four categories, and its price follows from that. Three are templates you start and Meta approves in advance; the fourth is a free-form reply to a customer who wrote to you:
| Category | What it is | Example | How it is billed |
|---|---|---|---|
| Marketing | A template for an offer, a reminder or winning back a lapsed customer | "The size you asked about is back, and the offer runs until Friday" | Every message at the recipient country's marketing rate — the dearest category |
| Utility | A template about an existing order or account | "Your order is out for delivery" | Every message at the country rate — inside an open customer window too, since 1 October 2026 |
| Authentication | A template carrying a one-time login code | "Your sign-in code" | Every message at the country rate — sent from the OTP API |
| Service | A free-form reply, not a template, inside the 24-hour window a customer's message opens | Any reply written by a person or the AI agent | The first 1,000 per number each month free, then the utility rate with no volume discount |
The allowance belongs to each number, not the account, resets every month and does not roll over. A conversation the customer starts from a click-to-WhatsApp ad or a Facebook page button is entirely free for 72 hours. Meta sets a template's category when it approves it, and an offer filed as utility is one of the rejection causes in the template-approval guide. Everything that changed on 1 October 2026 is explained in WhatsApp's new pricing and service messages.
Is there a free WhatsApp API? The honest answer
Part of it really is free, and part of it never is. Free: access to the Cloud API and its hosting at Meta, registering the number with no fee, the first 1,000 replies per number each month, and the 72 hours after a customer clicks a click-to-WhatsApp ad. Always paid: every template you start — marketing, utility or authentication — replies beyond the thousand, and one of two things: a developer to build the inbox and the bot if you go direct, or a platform subscription that gives you both ready.
Tools that run your number through WhatsApp Web by scanning a QR code and call themselves a "free API" are not Meta's official API, break WhatsApp's terms, and are the shortest road to a banned number. Why is in WhatsApp number banned: the real reasons; the three things sold as "free" are in is there really a free WhatsApp bot; and is WhatsApp paid now? maps what you pay for and what you do not.
WhatsApp Cloud API vs On-Premise, in two lines
The Cloud API is hosted by Meta: no server and no updates on you, and you start in minutes. On-Premise ran on your own or a provider's server with all the operating that implies, and Meta has retired it — so there is no decision left to make between them.
The full table is in WhatsApp Cloud API — what it is, vs On-Premise.
Through a platform, Twilio, or directly from Meta?
Three roads to the same number and the same Meta fees. Each does something well, and each suits someone:
| Meta directly (Cloud API) | Twilio | A ready platform such as ArabyBot | |
|---|---|---|---|
| What it does well | Free hosting with no intermediary, and full control of data and logic | Reliable infrastructure at enormous scale, excellent APIs, and other channels such as SMS and voice | An inbox, team tools, an AI agent, templates and campaigns ready from day one |
| What you build | The webhook server, conversation storage, the reply interface, chat assignment and the bot | The interface, the inbox, the team screen and the reporting | Nothing: you connect the number and give the agent its knowledge |
| Suits | A development team with a narrow need, such as notifications from its own system | A development team that wants WhatsApp with SMS and voice from one provider | A merchant or support team that wants to answer today with no software project |
| What you pay | Meta's fees, and the development cost is yours | Usage-based, as it publishes on its own site — we do not copy its figure | A published monthly subscription, and Meta's fees with no margin |
The full comparisons are on two pages: ArabyBot vs Twilio and the WhatsApp API directly from Meta or through a platform; WATI, 360dialog and others are on the comparisons page. For anyone going direct: since 1 August 2026 Meta sells its own AI agent (Meta Business Agent) at $2 per million tokens — about 4 to 5 cents a message by Meta's own estimate.
If your number sits with another provider today, it moves in Meta's order: turn off two-step verification at the old provider, then move it; a confirmation code reaches the number, you choose a new PIN, and the number keeps its approved name, quality rating and messaging limit.
What ArabyBot adds on top of the WhatsApp Business API
ArabyBot is a Meta-verified tech provider and works on the official Cloud API only. This is what you find ready on top of the API, each line opening its own page:
| What you get | The detail |
|---|---|
| Connecting the number from the dashboard | Meta's embedded signup inside the page, and coexistence so the number stays on your app, with contacts and recent chats brought across |
| A team inbox | WhatsApp with Messenger, Instagram, Facebook comments, TikTok and website chat on one screen, with an owner, tags and internal notes on every chat |
| An AI agent in the customer's dialect | Answers from your files, site and store, understands voice notes, and hands the chat to a person when it does not know |
| Templates | Written, submitted to Meta for approval and tracked from the dashboard, with the templates already in your account synced |
| Campaigns | A broadcast on an approved template to a label or an imported list, with a report per campaign of sent, delivered, read and failed |
| Store and orders | Pre-shipping confirmation, status messages and cart recovery with Shopify, WooCommerce, Easy Orders and ArabyBot Store, a webhook for any other system, and Salla and Zid by agreement |
| Quality rating and messaging limit | Both shown for every number on the numbers screen, so you see a drop before the number is restricted |
| For developers | The OTP API, webhooks for orders and carts, and tools through which the agent calls your system; a general send-any-message API is not open yet |
| Meta's fees | Charged to your business account at Meta directly, with no margin from us |
WhatsApp Business API — frequently asked
What is the WhatsApp Business API?
It is the official programmatic access to WhatsApp that Meta gives businesses: software that receives and sends messages as your business number, so a whole team and an AI agent can answer on it, and notifications and campaigns go out on approved templates. Today it is called the WhatsApp Cloud API because Meta hosts it itself, and there is no app to download; you use it through a platform or through software your developer writes.
Is the WhatsApp Cloud API the same as the WhatsApp Business API?
In everyday use, yes. "WhatsApp Business API" is the common name and the "Cloud API" is the version Meta hosts — the only one a new number registers on today, since Meta retired On-Premise. You will also see "Meta WhatsApp Cloud API" or "WhatsApp Business Cloud API"; they mean the same thing. The difference between the two versions.
Is the WhatsApp API free?
Access and hosting are free from Meta, and there is no fee to register the number. What you pay for is messages: every template you start, at the recipient country's rate, and replies beyond the first 1,000 per number each month. Someone also has to build the interface: your developer, or a platform subscription. Tools that call themselves a "free WhatsApp API" and work by scanning the WhatsApp Web code are not the official API, and they put the number at risk of a ban.
How much does a WhatsApp Business API message cost?
It depends on the recipient's country and the message category. Across the Arab markets in the table above, a utility or authentication message runs from $0.0036 in Egypt to $0.0440 in Kuwait, and a marketing message from $0.0225 in Algeria to $0.0792 in Kuwait. Your reply to a customer who wrote first is free for the first 1,000 per number each month, then billed at the utility rate. A platform subscription is separate from Meta's fees.
How do I get the WhatsApp Business API?
Through a platform: a Meta business account, a number that can receive a verification code, then "connect a number" in the dashboard opens Meta's embedded signup and the number is ready in minutes. Or directly from Meta: a developer app on Meta for Developers, an access token, and a webhook server you build yourself. The full steps.
Do I lose the WhatsApp Business app if I move to the API?
No. In coexistence mode the number stays on your app and works on the API at the same time, and contacts and recent chats come across into the inbox. Deleting the number from the app is no longer a condition of signing up.
Do I need a provider (BSP), or can I connect directly to Meta?
You can connect directly: Meta offers the Cloud API to any business with a business account. But then you build and maintain the webhook server, the inbox, the team tools and the bot yourself. A platform saves that build, and does not change Meta's fees if it adds no margin. The comparison.
Twilio WhatsApp API or a ready platform?
Twilio is developer infrastructure with excellent APIs and many channels; it suits a development team that will build the inbox and reporting itself and needs SMS and voice alongside WhatsApp. A ready platform suits a business that wants its team answering today with no software project. We do not copy Twilio's price, because it publishes and changes it on its own site. The full comparison.
Does ArabyBot have an API to send WhatsApp messages from my own system?
Open today: the OTP API to send and verify a code, a webhook that takes your store's orders from any system and sends the confirmation and status messages, a webhook for cart events, and tools through which the agent calls your system. A general API to send any message from your system is not open yet; whoever needs that today connects to Meta directly. What is open to developers.
Do I need business verification or the green tick to start?
No. A number starts with a limit of 250 unique recipients in any 24 hours outside the customer-service window, and rises to 2,000 through business verification at Meta or by delivering 2,000 high-quality messages within 30 days. The badge — blue in Meta's current documentation — is a separate request with its own conditions. Verification · The badge.
