Meta bills per conversation, not per message, and each country has its own rate on Meta's card. Two categories are free everywhere — and the mix between them, not the headline rate, is what decides your bill.

Most pages about WhatsApp pricing in the Gulf copy Meta's table. The table changes — Meta changed it on 1 January 2026 — and a page carrying a stale rate is worse than a page carrying none, because a merchant prices against it.
So this page owns what does not go stale: how the bill is worked out, which two categories are free, and the real mix between them. The mix is the part nobody else can publish, and it changes your estimate more than any rate does.
1. The bill is per message, not per conversation
This changed, and most of what is published about it has not caught up. The 24-hour window is no longer counted once however much you send inside it: each template message you start is billed on its own. Our billing log has carried pricing_model = PMP on every row since 21 August 2026.

What did not change is the part that matters: anything your customer starts is not billed to you at all, with no cap. That alone is about seventy per cent of everything that has passed through us.
2. Two categories are free across the Gulf

And that figure is measured across our whole platform, not the Gulf alone. We say so plainly: we do not hold a measured Gulf average, and publishing an invented one is exactly what this page exists to avoid. But the shape of the mix — that most conversations are customer-started and therefore free — does not change by country, because it is customer behaviour rather than pricing policy.
3. Each country has its own rate
Meta prices a conversation by the recipient's country, not your number's. A Dubai merchant selling into Kuwait is billed Kuwait's rate for those conversations, and can serve the whole Gulf from one number.

4. And what the platform takes
Meta's fees are half the bill. The other half is the platform running the API — and the biggest difference between platforms is not the subscription but the markup added on top of Meta's price per message. Which conversations are free?
Two, in every country. Your reply to a customer who wrote first is free with no cap, and so is a utility template sent inside their open window. Across 21,667 messages measured by Meta itself, 69.7% cost zero.
Can I serve more than one country from one number?
Yes. The number does not limit who you can reach, and each conversation is priced by the recipient's country, not your number's. A Dubai merchant selling into Kuwait is billed Kuwait's rate for those conversations.
Why do you not publish a rate table?
Because Meta moves those numbers, and did so in January 2026. A page carrying a stale rate is worse than one carrying none, because a merchant plans against it. So we publish what does not go stale — the shape of the bill and the mix — and send you to Meta's own card for the number.
