What does the WhatsApp API cost in Egypt? Replying is free

The important part of this page is not the numbers, it is how the billing works — that is what most merchants get wrong, and it moves the bill more than any rate does. Messages your customer starts are completely free, and that alone was 69.7% of everything that passed through us.

The short answer

Replying to a customer who wrote first is free with no cap; you only pay for messages you send — $0.0036 for a utility or authentication message to an Egyptian number, about 20 piastres. The figure is Meta's own cost divided by its own volume.

It comes down to one question: who spoke first?

Since 2026 Meta bills per message, not per conversation. There is no "open a 24-hour window and send what you like" any more; each template message you send is billed on its own. But — and this is the part nobody says — that only applies to messages you start.

The real rates — to an Egyptian number

Meta prices by the country of the number you send to, not yours. These come from our invoices: the lowest and highest amount we were ever charged are the same number, which is what a published rate looks like from the invoice side.

Regular WhatsApp, WhatsApp Business, and the API — which one costs money?

This is the most asked question, and where most of the confusion starts. There are three different things called WhatsApp, and only one of them is billed:

Regular WhatsApp

The one on your phone. Completely free, nobody bills you for anything. But it is not built for work: no team, no bot, no reporting.

WhatsApp Business (the app)

A second app from the same store. Also free, no fees at all — it has a catalogue, quick replies and labels. But it runs on one phone, and your team cannot work in it together.

The WhatsApp Business API

Not an app at all — an interface that connects your number to software, which Meta calls the WhatsApp Business Platform. This is the one with fees: Meta's, exactly as above, plus a subscription for the platform that runs it.

So if you are asking "does WhatsApp Business cost money?" — the app does not. The API does. And if you do not need a team, a bot, or a link to your shop, the free app is enough and there is nothing here worth paying for.

Bulk sends and broadcasts — how they are billed

There is no such thing as a "broadcast price". A broadcast is a set of messages and each one is billed on its own — the single-message rate multiplied by the count, not a flat campaign fee. A broadcast to a thousand numbers with a marketing template is 1,000 × 3 EGP = 3,000 EGP, whether they answer or not.

The same thousand as utility messages — an order confirmation or a shipping update — is 200 EGP instead of 3,000. The difference is not the count; it is the template category.

What changes on 1 October 2026

Your replies inside the 24-hour window are free today — and from 1 October 2026 each phone number gets 1,000 free a month, with the rest charged at the customer's market utility rate.

So the first row in the table above — "replying to a customer" — will not stay at zero forever. Meta calls that message a "service message": any free-form reply to a customer who wrote to you, whether a teammate or the AI agent typed it. It is billed per message, not per conversation, so a reply in three bubbles is three messages. Past the thousand, the rate is the same utility rate as to any Egyptian number, with no volume discount.

The allowance is per number; two numbers means a thousand each. Anyone answering fewer than a thousand a month — which describes most stores — will not notice. The full explanation, and the points still unsettled, are on the service-messages page, with more examples in the bill examples.

Three worked examples: 100, 1,000 and 10,000 orders a month

So the numbers compare, the assumptions are the same across all three: every order produces two utility messages (confirmation + shipping update), every order has a conversation with three replies from you, and the marketing broadcast — if you send one — is one message a month per customer. Replies are counted with the October allowance (first 1,000 free), so before 1 October that row is zero for you today.

Read this table across, not down. At 100 orders the whole Meta bill is 40 EGP — the subscription is the bill, and that is where a free tier elsewhere makes sense if you need neither an AI agent nor a team. At 10,000 orders the single broadcast alone is 35,420 EGP, far more than the subscription — and there what matters is not the platform's name but how many marketing messages you start, and whether your alerts are registered as utility or marketing.

What decides the kind? The template, not the words

This is where most people go wrong. You do not choose "utility or marketing" as you send — you register a template with Meta, Meta classifies and approves it, and that classification is what gets billed. Put a promotion inside a template registered as an order confirmation and Meta will reject it or pause the template.

Utility

It refers to a transaction that actually happened: an order placed, a payment made, a shipment moved, an appointment booked.

"Your order 1048 is confirmed and arrives within two days."

Authentication

A code, and that is all. No extra copy, no link, no offer — add any and Meta rejects the template.

"Your login code: 491273 — valid for 5 minutes."

Marketing

Anything that sells, reminds or invites: an offer, a discount, a new product, a "we miss you". The most expensive kind, so do not send it to a blind list.

Starting the conversation when you did not need to

If the customer messaged you an hour ago you are still inside the free window — just reply. What costs money is opening a fresh template on someone you could have answered for free.

Sending marketing when you meant utility

"Your order has shipped" is utility, about 20 piastres. Add "and see our new offers" and it becomes marketing at 3 EGP — the same message, fifteen times the price. Nothing else on this page moves a bill as much.

Broadcasting to a list that is not interested

Every number on the list is billed, whether they answer or not. And the money is not the worst of it: reports lower your number's quality rating with Meta, cut your sending limit, and then stop the number.

Not using click-to-WhatsApp ads

A customer arriving through one of these starts the conversation, which is the free door — every reply you send them bills at zero. An ad that brings people and saves you messages at the same time.

Meta's fees are one thing; the platform is another

Everything above goes to Meta, billed to your own account there — we take nothing on top of it. Then there is the platform that runs the API: it connects the number, runs the bot, puts your team on one inbox and keeps the conversations. Our WhatsApp plan is 1,000 EGP a month, which is the last line in the calculator.

And this is the question to ask any other platform: "what do you add on top of Meta's price?" — because some resell the message at their own rate above Meta's, and then you are paying twice.

What does the WhatsApp API cost in Egypt?

There is no single number, because you only pay for messages you send. Replying to a customer who wrote to you first is completely free. If you start it: an order or shipping update is $0.0036 per message — about 20 piastres — an OTP is the same, and a marketing message is about 3 EGP. The first two are Meta's own cost divided by its own volume across 6,437 messages; the marketing figure comes from our account invoice.

Do I pay for incoming messages?

No. Not a cent. The customer writes to you as much as they like and you reply as much as you like, all at zero and with no cap. Of 21,667 messages in Egypt, 15,105 cost nothing — about 70%.

What is the difference between utility, marketing and authentication?

The category comes from the template Meta approved, not from the words you type. A utility template refers to a transaction that actually happened. An authentication template carries a code. A marketing template promotes — and it is fifteen times a utility message in Egypt.

Is that everything I pay?

No — there are two separate things: Meta's fees above, billed to your own Meta account with no markup from us, and the subscription for the platform that runs the API. Our WhatsApp plan is 1,000 EGP a month.

Is there a free WhatsApp API tier?

Customer-initiated messages are free at Meta's own end, and nobody controls that. The platform that runs the API is not free indefinitely — and anyone advertising a "free WhatsApp API" usually means a trial, or is using an unofficial method that can get your number banned.

Why does the price change by country?

Meta prices by the country of the number you are messaging, not yours. From Meta's figures on our accounts: a utility message to an Egyptian number is $0.0036; the same message to a Saudi number is $0.0107 — three times as much, and the UAE is dearer still.

Does WhatsApp Business have fees?

The WhatsApp Business app you install on your phone is free and has no fees at all. What has fees is the WhatsApp Business API — the interface that connects your number to software so a whole team and a bot can work on it. If you do not need that, do not pay.

How exactly does WhatsApp bill?

Per message, not per conversation and not per month. Each template message you start is billed on its own at its category rate. Replies to a customer who wrote to you — however many — are zero.

What is the cheapest way to use the WhatsApp API?

The real cost is not the platform, it is how you use it: let the customer start (a click-to-WhatsApp ad or a button on your site) so your replies are free, and send utility rather than marketing wherever you can. As for platforms, ask each one "what do you add on top of Meta's price?" — one that resells the message at its own rate is the expensive one however cheap its subscription looks.

Can I use the WhatsApp API without a provider?

You can integrate with Meta's Cloud API directly if you have a developer. You then own template approval and its status, webhooks and their signatures, retries, storing conversations, and a screen for your team to answer from. Most of that is not your product, and it is what a platform saves you.

How do I activate the WhatsApp API?

You need a number not in use on the WhatsApp app (or moved across with coexistence mode), a Meta business account, and business verification. Activation itself runs from the platform dashboard in a few steps, and a first template is usually approved the same day.

What changes in WhatsApp pricing in October 2026?

From 1 October 2026 Meta bills your free-form reply to a customer who wrote to you — what it calls a "service message" — past the first 1,000 free per number per month, at the utility rate of the customer's country ($0.0036 to an Egyptian number, about 20 piastres).
