What matters here is not the numbers but how the billing works — that is what most merchants get wrong, and it moves a bill more than any rate does. Messages your customer starts are entirely free.
The question that settles it: who started the conversation?
Since 2026 Meta bills per message, not per conversation. There is no "open a 24-hour window and send what you like" any more: each template message you start is counted on its own. But — and nobody says this — that applies only to what you start.
Free. No cap.
Anyone who messages you — from an ad, a button on your store, or your published number — you can answer and keep talking at no cost. The bot answers, your staff answer, you send images, files and buttons: all zero.
You pay for that message alone
When you start, you use a template Meta approved, and that template is one of three kinds, each with its price. The moment the customer replies, a window opens in which you answer for free, exactly as opposite.
The real rates — to a Saudi number
These are not copied from a rate card. They are Meta's own cost divided by its own volume on our accounts, and the lowest and highest amount we were ever charged are the same number — which is what a published rate looks like from the invoice side.

The price follows the customer's number, not your country
This is the most consequential point on the page for a Saudi merchant, and it is written almost nowhere. Meta prices by the dialling code of the number you send to; where your business sits does not enter the calculation. Your bill therefore moves with your customer base:

A Riyadh shop messaging workers on Egyptian numbers pays Egypt's rate, not Saudi's — and the reverse holds: an Egyptian company messaging Gulf customers pays several times its domestic rate. Before you budget, look at your customers' numbers rather than your own address.

Three things called WhatsApp — which one has fees?
This is where most of the confusion starts, and telling them apart saves you paying for what you do not need:
Regular WhatsApp
The one on your phone. Free, no fees. But it is not built for work: no team, no bot, no reporting.
The WhatsApp Business app
A second app from the same store, also free with no fees — catalogue, quick replies, labels. But it runs on one phone and your staff cannot work in it together.
The WhatsApp Business API
Not an app at all — an interface connecting your number to software, which Meta calls the WhatsApp Business Platform. Only this one has fees: Meta's above, plus the platform that runs it.
So if you are asking "is WhatsApp Business free?" — the app is. The fees are on the interface, and if you do not need a team, a bot, or a link to your store, the free app is enough.
Bulk sends and campaigns
There is no "campaign price". A campaign is a set of messages and each is billed on its own — the single-message rate multiplied by the count, not a flat fee. A thousand utility messages to Saudi numbers costs about forty riyals.
The money is not the risk in a campaign: sending to a list that did not opt in collects reports, reports lower your number's quality rating with Meta, your daily allowance shrinks, and then the number is stopped. A stopped number costs more than any bill.
Meta's fees are one thing; the platform is another
Everything above goes to Meta, billed to your own account there — we take nothing on it. Then the platform that runs the interface: it connects the number, runs the bot, puts your team on one inbox, and keeps the conversations. Ours is $40 a month for WhatsApp.
And the question to put to every provider: "what do you add on top of Meta's price?" — some resell the message at their own rate above Meta's, and then you pay twice, however cheap their monthly subscription looks.
The cheapest WhatsApp API — and where the difference actually is
When you look for the cheapest WhatsApp API or the best provider, the monthly subscription is not the deciding number. Every provider buys from Meta at the same rate, so the difference sits in two places: what they add on top of Meta's price, and whether they push you to send marketing where utility would do.
Which makes a provider's marketing-message price worth asking about outright: it is already the dearest line on Meta's card, and a margin on top makes it dear twice over. Ask: "what do you add over Meta's price, per category?" — and a provider who will not answer with a number has answered with one.

Does WhatsApp bill per conversation or per message?
Per message. The old model opened a 24-hour conversation and counted it once; that is gone. Today each template message you start is counted on its own. Your replies to a customer who wrote to you — however many — are zero.
