The short answer

When a cardholder tells their bank they did not make a payment or did not receive what they paid for, the bank opens a dispute and pulls the amount from the merchant's account through the payment gateway for the time being. The merchant gets it back by providing proof of the order and delivery within the set deadline.

Why does Chargeback matter to a seller?

Because each dispute costs you the amount and dispute fees, and too many put your payment-gateway account at risk of restriction. Prevention is cheaper: clear details, order confirmation, and proof of delivery.
