Bulk WhatsApp messages: the legitimate way and the real limits

The short answer
Legitimate bulk sending goes through the WhatsApp Business API with templates Meta approves before you send, to numbers that opted in. Browser and phone blasting tools break WhatsApp's terms and end in a banned number.

Search results for bulk WhatsApp messaging split in two: tools promising thousands of messages from your browser, and platforms talking about templates, approvals and tiers. The first is faster and cheaper and ends with your number banned. This page explains why, and how legitimate sending works.
1. Why numbers get banned
The common assumption is that WhatsApp bans on volume. It does not: it bans on reports. Every API number carries a quality rating Meta can see, and it falls each time recipients tap Block or Report as spam. When it falls, Meta first lowers your daily tier, then stops the number.
2. The daily tiers
| Tier | Customers you can start a conversation with, per day |
|---|---|
| New number | 1,000 |
| After using the tier with a good rating | 10,000 |
| Next tier | 100,000 |
| Unlimited | — |
The tier counts customers, not messages: open a conversation with one customer and send ten messages inside 24 hours, and that is one against your tier. Conversations customers start do not count against it at all.
3. The template: what Meta lets you send
Any message with which you start a conversation must be a template Meta approved beforehand. Approval takes minutes to hours, and a template is rejected when it reads as disguised advertising or promises what cannot be measured.
- Utility — order confirmation, shipping, invoice. The cheapest and most readily approved.
- Authentication — login codes only.
- Marketing — offers and campaigns. The most expensive, and the biggest collector of reports.
Meta decides the category from the template itself, not your intent, and the cost follows it. Rates are detailed in the WhatsApp API pricing guide.
4. Opt-in: the condition that protects your number
Meta requires that the recipient agreed to hear from you on WhatsApp specifically. Opt-in is collected in practical ways: a checkbox at checkout, a message the customer sends first, a "Chat on WhatsApp" button on your site, or an ad that opens a conversation.
5. How a campaign actually runs
- Write the template and submit it, with variables such as name and order number.
- Upload the list — from an Excel file or straight from your store's customers — after excluding anyone who did not opt in.
- Map each variable to its column, then preview one message exactly as it will arrive.
- Send in batches, and watch the quality rating after the first batch before sending the rest.
That is what our broadcast service does: approved templates, Excel upload, and delivery and read tracking per recipient.
Frequently asked
How many messages can I send a day?
A new number starts at 1,000 customers a day, then rises to 10,000, then 100,000, then unlimited. Upgrades are automatic and depend on your number's quality rating and on your using the current tier. The tier counts customers you started a conversation with, not messages.
Why do numbers get banned when sending in bulk?
Bans come from reports, not volume. When recipients tap Block or Report, your number's quality rating falls, Meta lowers your tier, then stops the number. Sending to numbers that never opted in collects reports fast, however small the batch.
Do browser blasting tools work?
They work until the number is banned. They automate WhatsApp Web, which explicitly breaks WhatsApp's terms, and give you no approved templates, no delivery reporting and no tier that grows. When it fails, what you lose is the number itself.
Can I send from an Excel file?
Yes. You upload a file of numbers plus the variable fields such as name or order number, and they fill the approved template per recipient. The only condition is that those numbers opted in.
