The short answer

WhatsApp marketing means sending your offers and business news to customers who agreed to receive them, from a business number registered on Meta's official WhatsApp API (WhatsApp Business API), with message templates Meta approves before sending. Doing it in Saudi Arabia without getting the number banned comes down to four rules: message only people who opted in, make stopping offers easy and honour it at once, send approved templates only, and never use bulk-sending tools that run on the ordinary WhatsApp app or WhatsApp Web.

Meta separates two kinds of message a business starts. A marketing message — an offer, a campaign or a seasonal greeting — costs $0.0576 to a Saudi number, about 0.22 riyals. A utility notification — an order confirmation, a shipping update or an invoice — costs $0.0107, about 0.04 riyals. Replies to a customer who wrote first are free for the first 1,000 per number each month, then billed at the utility rate. The price follows the recipient's number, not the business's country. The marketing rate is from Meta's official rate card effective 1 October 2026; the utility rate is measured on 9 messages Meta billed our accounts.

What must WhatsApp marketing software have?

WhatsApp marketing software is not just a sending tool; it is what stands between your number and a ban, and between your budget and messages nobody reads. These are the points worth asking any provider about before you subscribe:

  • Meta's official API. It sends through the WhatsApp Business API, not WhatsApp Web or a QR code; automated sending from the WhatsApp apps breaks WhatsApp's own terms.
  • Approved templates with media and buttons. You write the template, submit it to Meta from the dashboard and see its review status, and attach an image, a video or a PDF, with a link button, a call button or quick replies.
  • An audience you define precisely. Groups and tags to include or exclude, customers picked by name, last interaction, who has written to you before and who never has, whose chat window is open, the contact's source (an ad, a QR code, an order or an imported file), the number's country, and order status and amount.
  • Opt-outs honoured automatically. Anyone who stopped your marketing messages through WhatsApp's own control is skipped in every marketing campaign without you having to remember them.
  • The cost before sending. Because Meta prices by the recipient's country, you should see the campaign's estimate split across your audience's countries before you press "send".
  • Scheduling. You set the day and hour, and the campaign runs on its own.
  • A report per recipient. Sent, delivered, read, or failed with the reason, and a second campaign to whoever's message failed or went unread.
  • Replies in one inbox. Whoever answers the campaign enters a chat your team or the AI agent continues, not a message lost on one phone.
  • Watching the number's quality. Reading Meta's quality rating and alerting you when its colour changes.
  • Notifications from the same place. Order confirmation, status updates, the abandoned-cart reminder and verification codes on the same number, so you do not run two programs.

All of these are in WhatsApp campaigns in ArabyBot, the notifications in order confirmation, the abandoned-cart reminder and verification codes, and what the tool does not do is listed at the end of this page. How the platform works for a business in the Kingdom is on the Saudi page, and automatic replies to whoever messages you in the AI WhatsApp bot.

What is the difference between WhatsApp marketing and WhatsApp notifications, and what does each cost in Saudi Arabia?

"WhatsApp marketing and notifications" is searched as one phrase, but at Meta they are two different categories in the template, the price and the consent required. A template's category is set by its content, not by your preference: a shipping notice with "and enjoy a discount" added is reclassified as marketing by Meta and billed at the marketing rate.

Where the prices come from: the marketing message from Meta's official rate card effective 1 October 2026; the utility notification measured on 9 messages Meta billed our accounts; the verification code measured on 1,147 messages Meta billed our accounts. Converted to riyals at the 3.75 peg; Meta bills in dollars, so the riyal figure is approximate. Every category in detail, with a monthly calculator, in WhatsApp API pricing in Saudi Arabia.

Consent is a legal requirement too

A number collected to confirm an order and then used for an offers campaign is being used for another purpose; if you intend to market, ask for that consent explicitly when you collect the number. Details in the Personal Data Protection Law and WhatsApp messages, a general explainer rather than legal advice.

Notifications in ArabyBot need no campaign: order confirmation before shipping, order-status messages when the status changes in your connected store, the abandoned-cart reminder and the verification code all go out on their own when the event happens, on utility or marketing templates depending on their text. Order-status messages and their ten templates.

How do I run my first WhatsApp marketing campaign, step by step?

  1. Connect your number to the official API

A new number, or your current WhatsApp Business app number in coexistence mode so it stays on the app. It connects from the dashboard through Meta's embedded signup. The signup steps.

  2. Build a list of people who opted in

Whoever messaged you, whoever tapped a WhatsApp button on your site or ad, and whoever ticked the offers box at checkout. If you upload a file, upload numbers whose consent you can trace; a bought list is not consent.

  3. Write the template and submit it to Meta

Full sentences, one action asked of the customer, variables in the middle of the text rather than at its start or end, and an honest category. Meta's review can take up to 24 hours, so check your text first in the WhatsApp template checker, and the rejection causes in WhatsApp template approval.

  4. Pick an audience with a reason to get the message

Whoever interacted in the last month, whoever has written to you before, customers in one country, or whoever confirmed their order. In ArabyBot Store, customer segments are read straight from the store and hold only customers who agreed to offers. Segmenting store customers for WhatsApp campaigns.

  5. Check the cost, then send or schedule

The platform shows the estimate of Meta's fees for the campaign by each recipient's country, in your account's currency, and the campaign starts now or at a time you choose. On the web dashboard the time is set in Cairo time, the platform's clock, so allow for the difference from Riyadh when there is one.

  6. Read the report and resend to whoever missed it

Per recipient: sent, delivered, read, or failed with the reason. You can send a second campaign to those whose message failed or went unread; wait at least a day before you do. Replies land in the inbox, where your team or the AI agent answers.

Which ready WhatsApp marketing messages suit the Saudi seasons?

Here are six short templates for the Kingdom's seasons and sectors, each written the way it is submitted to Meta, with the category it would be approved under above it. The numbers in braces are variables: in campaign templates you type each variable's value once when you create the campaign, and the same value reaches every recipient, which is why none of them holds the customer's name.

Only the last template is utility, because it concerns an existing order and carries no offer, and it is sent by the order-status messages when the status changes, not by the campaign tool. The five before it are marketing because they hold an offer or a seasonal greeting. Add a "stop offers" quick-reply button to every marketing template, so the customer finds the way out before the report button. Full season plans are in a Ramadan WhatsApp campaign and a Saudi National Day campaign.

What gets a WhatsApp number restricted, and how do I avoid it?

Meta judges your number by a quality rating (green, yellow or red) built from how recipients behaved over the last seven days: how many blocked or reported your number after your message. When quality drops, your messaging limit stops rising, Meta may pause a template that drew many reports, and it may restrict the number if it continues.

What gets a WhatsApp number restricted and how to avoid it
CauseWhat happensHow to avoid it
Sending to a bought or scraped listReports and blocks from people who do not know youMessage only people who gave you their number and opted in
Offer after offer to the same customerFewer read, and WhatsApp may withhold marketing messages from a user who has received many from businessesOne campaign per customer per week at most
A generic message that does not concern the recipientIt reads as spam and gets reportedA segment with a clear reason to receive it
Ignoring a request to stopA near-certain report on the next messageA "stop offers" button, and a tag that excludes whoever typed "stop"
A utility template with an offer in itThe template is rejected or reclassified as marketingKeep the notification and the offer apart
Sending tools on the app or WhatsApp WebThe number itself is stopped for breaking WhatsApp's termsThe official API only
What the platform does when quality drops

The platform reads Meta's quality rating and alerts you when its colour changes, and it will not start or schedule a new campaign while the number is red; a campaign that started before that carries on, and you can cancel it yourself. Details in WhatsApp quality rating and messaging limits, and why bulk sending gets banned in bulk WhatsApp messages without a ban.

What does a WhatsApp campaign to 1,000 customers in Saudi Arabia cost?

Meta does not sell a "campaign" at a flat price: it bills each message you start, by its category and the recipient's country. Here is the cost of a thousand messages to Saudi numbers, worked out from the same rates as the table above:

The cost of a thousand WhatsApp messages to Saudi numbers by category
A thousand messages to Saudi numbersIn USDRoughly in SAR
Marketing — an offer campaign$57.60216  ريال سعودي
Utility — confirmations or shipping$10.7040  ريال سعودي
Verification codes$10.7040  ريال سعودي
Replies to customers who wrote to you this month$0.00Zero within the first 1,000 per number

So an offer campaign to a thousand Saudi customers costs about 216 riyals in Meta fees, while shipping notices for a thousand orders come to about 40 riyals. These are Meta's fees alone, billed to your own Meta account with no markup from us; the platform subscription is separate, and campaigns come with some plans, each with a monthly number of recipients, on the pricing page. The price follows the recipient's country code: the same message to a number outside the Kingdom is billed at that country's rate, which is why the platform splits the estimate by the recipients' countries. For your own recipient count, use the campaign cost calculator.

What is not worth a paid message — today's offer or a new product photo — belongs in WhatsApp Status from the app, seen at no cost by whoever saved your number, and coexistence mode combines it with campaigns on the same number. Marketing through WhatsApp Status.

What does ArabyBot's WhatsApp marketing software not do?

Here are the limits, before you find them yourself:

  • It does not send from the WhatsApp app or WhatsApp Web. Every message leaves through the official API; no QR-code link and no sending from a personal number.
  • It neither sells lists of numbers nor sends to them. The audience is your customers who opted in; a bought list breaks WhatsApp's policy and ends in reports whatever the tool.
  • It does not approve templates. Meta reviews each template and decides its category, and may reject or reclassify it; the platform shows you the review status.
  • It does not exceed the messaging limit. Meta sets a daily limit on recipients that starts at 250 for a new business portfolio and rises with verification and sending quality; no software raises it. The limit levels.
  • A variable is one value for the whole campaign. You type each variable's value when you create the campaign and it reaches everyone as it is; a campaign does not write each customer's own name.
  • Typing "stop" does not exclude anyone by itself. Automatic exclusion covers whoever stopped offers through WhatsApp's control; someone who types it in the chat should be tagged, and the tag excluded from your campaigns.
  • A running campaign does not stop by itself. While the number is red no new campaign starts or is scheduled, but one that started earlier carries on until you cancel it.
  • Times are in Cairo time. A campaign scheduled from the web dashboard reads the platform's clock, so allow for the difference from Riyadh when there is one.
  • Not in every plan. Campaigns come with some plans, each with a monthly number of recipients.
  • It is not legal advice. What this page says about consent and the Personal Data Protection Law is a general explainer; in sensitive cases, take professional advice.

Frequently asked questions about WhatsApp marketing in Saudi Arabia

1

Are WhatsApp marketing groups useful?

They are not a marketing channel to your customers. A group exposes its members' numbers to each other, every member can message everyone, and you cannot tell who read your message. Joining groups run by strangers to post your offers is not marketing to your customers; it is messaging people who never asked, and it often ends in reports against your number. The better fit: a WhatsApp channel for what you publish to everyone, and a campaign on the official API for customers who opted in. Group, channel and broadcast compared.

2

"Which is the best WhatsApp marketing software?" — how do I choose WhatsApp marketing software in Saudi Arabia?

No program suits everyone, but four questions decide it: does it send through Meta's official API rather than WhatsApp Web? Does it leave out, automatically, anyone who stopped offers? Does it show an estimated cost before sending, by the recipient's country? Does it give a delivery and read report for every message? Any program that sends from your ordinary number through a browser extension or a QR code puts the number at risk, whatever it promises. Bulk sender software, compared plainly.

3

What does a WhatsApp marketing message cost in Saudi Arabia?

To a Saudi number, $0.0576, about 0.22 riyals, from Meta's official rate card effective 1 October 2026. A utility notification is $0.0107, about 0.04 riyals, measured on 9 messages Meta billed our accounts. So a thousand marketing messages come to about 216 riyals and a thousand notifications to about 40 riyals, and the price follows the recipient's number, not your country.

4

May I send WhatsApp marketing messages to a customer who did not opt in?

No. WhatsApp's business policy requires that the customer gave you their number and agreed to receive your messages, and that you honour every request to stop. Saudi Arabia's Personal Data Protection Law rests on processing needing a lawful basis, most commonly consent. The data protection law and WhatsApp messages — and this is a general explainer, not legal advice.

5

Do WhatsApp order notifications need an approved template?

Yes. Every message you start outside the 24-hour window is a template Meta approves, and a notification is a utility template about an existing order: confirming it, shipping it or cancelling it. Add an offer to it and Meta reclassifies it as marketing and bills it at the marketing rate. Order-status messages and their templates.

6

Can I send a WhatsApp campaign from my current number?

Yes. A number running on the WhatsApp Business app joins the official API in coexistence mode and stays on the app, so you send campaigns from the platform and keep your chats on your phone. The signup steps.

7

Can a customer stop my marketing messages?

Yes, from inside WhatsApp itself, and Meta tells the platform, so your marketing campaigns skip them automatically while the utility notifications about their orders still reach them. Someone who types "stop" in the chat is not excluded on their own: tag them and exclude the tag from your campaigns, because ignoring the request drags your number's rating down.
